Reactivation of the Moroccan-Belgian twinning agreement

The twinning agreement between the Superior Council of the Judiciary (CSPJ) of Morocco and the Superior Council of Justice of Belgium was reactivated on Thursday in Rabat, after two years of stoppage due to the Covid-19 pandemic.

Supported by the European Union (EU) and the Belgian Development Agency, this agreement aims to promote the independence of the judiciary, through the strengthening of the skills of magistrates and justice professionals and openness to good judicial practices, while taking advantage of the Belgian experience in this area.

Implemented by a Belgian collective comprising the federal public justice service, the High Council of Justice, the Council of Courts of Appeal and Courts of First Instance and the Public Prosecutor’s Office, this agreement aims to harmonize the Moroccan justice with international standards, to support the moralization of public life, to consolidate the rule of law and institutions and to ensure the proper functioning of the judicial system in such a way as to meet the expectations of users.

Initially planned for 2019, this project was suspended before reaching its objectives, underlined on this occasion the first president of the Court of Cassation, deputy president of the CSPJ, Mohamed Abdennabaoui, adding that this agreement aims to improve the performance of the Council, capable of raising it to the rank of other superior councils of justice in the world and contributing to the achievement of development and good governance objectives.

For her part, the President of the Belgian High Council of Justice, Lucia Dreser, welcomed the reactivation of this twinning agreement which promises good results, particularly in terms of strengthening the rule of law and independence. of the judiciary in Morocco.

For his part, the Deputy Head of Delegation of the EU to Morocco, Alessio Cappellani, indicated that this agreement constitutes an “important priority” of the EU-Morocco partnership.
